WPWA's Role as the Pawcatuck Watershed Council The Rhode Island Rivers Council was established by the General Assembly in 1991 (RIGL 46-28). The Rivers Council is an agency of state government within the RI Department of Administration's Planning Division and it has the authority to designate Watershed Councils and to create a Rivers Policy and Classification Plan. The Rivers Council has defined the Organization, Responsibilities and Powers of Watershed Councils.WPWA was designated as the Pawcatuck Watershed Council in April 1999, one of the first two Councils to be designated (the other Council designated at the same time is the Saugatucket River Heritage Corridor Coalition.The Report submitted by WPWA to the Rivers Council in October 2002 describes our activities as a Council from January through October 2002.
